DEP idling summonses by violation month. The 2025 decline is real in the records; documented context — without claiming causation — includes filing rules tightened effective Jan 27, 2025, DEP testimony that complaint volume strained processing, and proposed legislation to curb the program. Recent months also undercount because cases reach OATH with a lag.
