Where citizens get paid to report violations
Every program listed here is verified against official sources before publication — payout rules, evidence requirements, and the official filing channel. We list what we've confirmed and we say what we haven't.

New York City — Citizens Air Complaint Program
Pays: 25% of collected penalty
Covers: Truck/bus idling (Admin Code §24-163)
The anchor program of this site: any person may file a video complaint against an idling truck or bus and receive 25% of the collected penalty. Penalties start at $350.
No paid program in your state?
Your state almost certainly still has an idling law — typically a 3- or 5-minute limit with real fines, just no reward for reporting. We keep verified, statute-cited summaries in the idling laws by state directory.
